Chat Client

A while back there was a chat client available for each board for players to use for realtime gaming or general chatting. It was requested that we bring this feature back.

End Goal Summary:
It may be possible to create/implement a much more user friendly chat client on the site if we decide to go ahead with this feature. It has been a number of years since the last one was enabled and internet technologies have improved a great deal.
